Authorities are attempting to identify two other conspirators in the case.
According to the arrest affidavits filed by Davenport Police Sgt. Brandon Askew, Winslow and at least three others drove from Ohio to Iowa with the purpose of stealing high-end purses.
The group allegedly also struck a store in Cedar Rapids.
On July 8, 2023, Davenport officers were sent to NorthPark Mall at 4:03 p.m. to investigate a robbery complaint.
Members of the group entered one of the stores in the mall and removed more than $2,000 worth of high-end purses from a glass case and shelf. The group then tried to run out of the store.
An off-duty Davenport police officer attempted to intervene. One of the co-defendants, identified as Hardin, struck the officer in the left eye with a closed fist.
Hardin then ran to a parked SUV with stolen license plates which then fled the scene.
According to the affidavits, Winslow was the driver of the SUV which had been rented from Enterprise Rental Vehicles in Cincinnati. Winslow used her real name to rent the vehicle.
During Winslow’s first appearance on the charges held Saturday in Scott County District Court, Magistrate Stephen Wing scheduled a preliminary hearing for Jan. 7.
Winslow was being held Saturday in the Scott County Jail on a bond of $10,000, cash or surety.
Hardin has a jury trial scheduled in his case for April 21.
In addition to convictions for theft in Hamilton County, Ohio, where Cincinnati is located, she has a theft case pending alleging she stole a barbeque grill from a Kroger store, according to online court records.
Hardin has a conviction in Hamilton County for carrying a concealed weapon, a 9mm Ruger. He also has an active case in Hamilton County for meth possession, according to court records.
