Hastings man charged with sexual assault

A 19-year-old Hastings man has been accused of sexually assaulting a 13-year-old.

Kyle Siebrass of 1843 Boyce St. was charged Jan. 7 with first-degree sexual assault of a minor, a Class 2 felony punishable by up to 50 years in prison.

The arrest affidavit from the incident has been sealed. The complaint indicates the victim was 13 at the time of the alleged incident.

Under Nebraska law, anyone under the age of 16 cannot consent to sexual contact.

Siebrass made his initial appearance in court on Thursday, where judge Alfred Corey appointed the Adams County Public Defender to represent him.

Siebrass’ bond was set at $100,000, with 10% cash needed to secure release.

A further hearing in the case has been scheduled for Jan. 17 at 9 a.m.

Open house set for transportation discussion

City officials will discuss improving transportation conditions in south Hastings during a community open house 6:30 p.m. Jan. 23 at Lincoln Elementary School, 720 S. Franklin Ave.

First Ward Hastings City Council representatives Steve Huntley and Mike Anderson are hosting the event. The First Ward includes south Hastings.

Discussion will focus on a grant opportunity from the U.S. Department of Transportation’s RAISE program.

The Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant program provides grants for surface transportation infrastructure projects with significant local or regional impact to improve safety, environmental sustainability, quality of life, community connectivity, and economic competitiveness.

The city of Hastings’ RAISE grant application will be aimed at improving walking, biking, and driving conditions in south Hastings.

Public input on travel for work, school, and shopping will help shape the grant application and project planning.

The grant application is due Jan. 30.
