SUMMARY: State lawmakers across the U.S. have introduced at least 240 anti-China proposals this year. They want to ensure public funds don’t buy Chinese technology or even T-shirts, coffee mugs and key chains. They’re also targeting sister-city relationships between American and Chinese communities. The proposals come after states spent years celebrating trade ties with China. An Associated Press analysis of data from the bill-tracking software Plural shows there are now measures in 41 states to curb Chinese influence, or limit or end the use of Chinese technology. States began the push well before President Donald Trump imposed 145% tariffs on China, but his tough-on-China posture is encouraging their efforts.

Judge bars Trump from denying federal funds to ‘sanctuary’ cities that limit immigration cooperation

SUMMARY: A federal judge is barring the Trump administration from denying or conditioning the use of federal funds to “sanctuary” jurisdictions. U.S. Judge William Orrick said Thursday that a preliminary injunction was appropriate because President Donald Trump’s executive orders targeting sanctuary cities were unconstitutional. Orrick issued the injunction sought by San Francisco and more than a dozen other municipalities. They sued over a pair of executive orders Trump issued targeting local municipalities that limit cooperation with federal immigration efforts. The Republican president announced a similar order in 2017. Orrick said the administration must provide written notice of his order to all federal departments and agencies by Monday.

SD–BLACK HILLS-ROAD WORK

Detours and delays are part of year 2 of Black Hills roadwork

SUMMARY: A project to widen and straighten a 15-mile section of the only north-south highway through the central Black Hills in South Dakota is fully underway. U.S. Highway 385 is a busy work zone with a rocky roadway, construction equipment grinding on the hillside and a flagger stopping all traffic. During three planned closures this year, drivers will be required to follow a roughly 50-mile detour. The $72 million project’s main goal is to improve safety on the highway, which in spots has narrow or no shoulder and is flanked in spots by deep canyons or tall pine trees. Construction will include widening road shoulders, smoothing out sharp curves and adding turn lanes.
