2. DESCRIPTION: The company behind a massive proposed carbon pipeline in the Midwestern U.S. filed hundreds of lawsuits against landowners in recent years, an analysis by Lee Enterprises and The Associated Press found. The analysis reveals the great lengths to which the company, Summit Carbon Solutions, has gone to get its nearly $9 billion project built, including a barrage of eminent domain lawsuits in South Dakota. The legal salvo generated so much outrage among local farmers that South Dakota’s governor signed a bill into law in early March that bans the use of eminent domain for building carbon dioxide pipelines, putting the project’s future in doubt.

Democratic-led cities and states push back on threats to cut US school funding over DEI
SUMMARY: Some Democratic-led states and cities are pushing back on a Trump administration threat to cut education funding over diversity, equity, and inclusion programs, creating a standoff that could test how far the White House is willing to go to press its demands on the nation’s schools. State leaders in Minnesota and New York said they will not comply with an Education Department order to gather signatures from local school systems certifying compliance with civil rights laws, including the rejection of what the federal government calls “illegal DEI practices.” Chicago’s mayor promised to sue over any cuts. California and Vermont told schools they don’t need to respond.

US–SEVERE WEATHER
Kentucky watches for surging rivers to recede so widespread cleanup can begin
SUMMARY: After days of deluges overfilled rivers to near-record levels across Kentucky, residents are anxious to return to their flooded homes and assess what is salvageable. Water is slowly receding in flooded Frankfort, and officials hope most people will be able to return by the end of Wednesday. Gov. Andy Beshear urged patience and caution, asking people to wait if they couldn’t get to their homes without driving through water. Inundated rivers are the latest threat from the storms that have killed at least 23 people. The National Weather Service says freeze warnings are in effect in much of Kentucky and a freeze watch has been issued for Tuesday night.

US–WINNER-TAKE-ALL-NEBRASKA
Nebraska will continue to split electoral votes in presidential elections
SUMMARY: Nebraska will continue to split its presidential electoral votes by congressional district — at least for now. A bill to take Nebraska to a winner-take-all system failed to survive a filibuster Tuesday after two Republican lawmakers broke with their own party. The bill’s failure preserves the Omaha area’s “blue dot” congressional district. Nebraska’s 2nd Congressional District earned the nickname after voting for Democratic candidates in three of the past five presidential elections. Nebraska and Maine are the only two states that split their electoral votes by congressional district. The 48 other states award all of their Electoral College votes to the statewide winner.

US–KEYSTONE PIPELINE-RUPTURE
Keystone oil pipeline shutdown could quickly lead to higher gasoline prices
SUMMARY: The nearly 2,700-mile Keystone oil pipeline was shut down Tuesday morning after it ruptured in North Dakota, halting the flow of millions of gallons of crude oil from Canada to refineries in the U.S. and potentially leading to higher gasoline prices. It wasn’t clear what caused the rupture of the underground pipeline Tuesday morning or the amount of crude oil released into the field. Officials say an employee working at the site near Fort Ransom heard a “mechanical bang” and shut down the pipeline within about two minutes. Oil surfaced about 300 yards south of the pump station in a field. An energy analyst says the pipeline’s shutdown could quickly lead to higher gasoline prices in the Midwest.

US–KEYSTONE PIPELINE-THINGS TO KNOW
The latest leak in the Keystone oil pipeline continues its troubled history
SUMMARY: The latest leak in the Keystone oil pipeline in North Dakota on Tuesday continues the troubled history of the 15-year-old pipeline. The 2,700-mile-long pipeline originates in Alberta, Canada, and carries heavy tar sands crude oil south across the Dakotas and Nebraska before splitting to carry oil both to refineries in Illinois and south to Oklahoma and Texas. There have been 23 spills along the Keystone oil pipeline, including one in Kansas that dumped 14,000 barrels of crude oil into a creek running through rural pastureland. The Pipeline Safety Trust advocacy group said the pipeline has spilled more than 1 million gallons of crude oil over the years.

US–FLORIDA EXECUTION
A Florida man is executed for killing a Miami Herald employee who was abducted on her lunch break
SUMMARY: A man convicted of killing a Miami Herald employee who was carjacked on her lunch break has been executed in Florida. Michael Tanzi received a lethal injection Tuesday evening at Florida State Prison for the April 2000 strangling death of Janet Acosta. Court records show the production worker at the South Florida paper was attacked in her van while she was reading a book on her break. Prosecutors said she was beaten, robbed and driven more than 100 miles to the Florida Keys before being strangled and her body left on an island. Tanzi’s execution was the third carried out in Florida this year.

US–CHILD CARE-EDUCATION
Scholarships for child care are drying up. Now families are paying the price
SUMMARY: Many parents need child care scholarships to work. But qualified families are increasingly being turned away from state child care assistance programs, thanks to the rising costs of child care and the end of pandemic aid. In at least three states — Arizona, Colorado and Texas — parents who apply face long waitlists. Other states, including Nevada and Oklahoma, have increased copayments for parents or have said they will serve fewer children. In Idaho, enrollment was paused for part of last year. Last week, some employees were laid off from their jobs helping states implement child care scholarships. It all has left advocates worried about the future of federal child care programs.

White House keeps world guessing as clock ticks down to Trump’s new tariffs
SUMMARY: The White House is sending mixed messages on tariffs as it pursues conflicting goals, frustrating foreign leaders and business executives who are desperate for clarity on a generational overhaul of international trade. Administration officials have alternated between talking about seeking negotiations or pushing forward with tariffs no matter what. President Donald Trump tried to have it both ways this week, saying “there can be permanent tariffs, and there can also be negotiations.” That has left world leaders and businesses holding their breath as the stock market craters and the clock ticks down to the new tariffs taking effect Wednesday.
