US–UNITEDHEALTHCARE HEADQUARTERS-ARREST
Months after CEO’s killing, an intruder is arrested near UnitedHealthcare headquarters in Minnesota
SUMMARY: A man has been arrested near UnitedHealthcare’s headquarters after threatening violence. The arrest Monday came months after the company’s CEO was killed. A spokesman for the Minneapolis suburb of Minnetonka says said the man contacted the FBI’s field office in Minneapolis upon arriving at the company’s corporate campus in the suburb, and an FBI negotiator made contact with him by phone. He surrendered about an hour later and the city spokesman said the man didn’t appear to have specific grievances against the company. The city spokesman also said the incident had nothing to do with the fatal shooting of UnitedHealthcare CEO Brian Thompson in New York City in December.

US–ST. LOUIS POLICE-LAWSUIT
St. Louis and city official sue Missouri over the state’s control of local police
SUMMARY: The city of St. Louis and the leader of its city council have filed a federal lawsuit against a new Missouri law that puts a state-appointed board in control of the local police department. The case filed Monday challenges a law that makes St. Louis among a handful of major U.S. cities that don’t fully oversee law enforcement. Board of Aldermen President Megan Green argues that the new law violates her rights to free expression, freedom of assembly and to petition state government. The city says the law violates a provision of the Missouri Constitution that prohibits unfunded state mandates. Supporters say the law will make the city safer.

US–KEYSTONE-PIPELINE-RUPTURE
Keystone Pipeline restarted after oil spill in rural North Dakota
SUMMARY: The operator of the Keystone oil pipeline has restarted the system after a spill onto farmland in North Dakota last week shut down the line. South Bow said it was watching inclement weather conditions before beginning “a carefully control restart” Monday that will include 24/7 monitoring and reduced operating pressures. The company said the federal Pipeline and Hazardous Materials Safety Administration has approved of its plans to repair and restart the line. The company did not give an update as to the cause of the spill, which occurred April 8 after an employee heard a mechanical bang. PHMSA later confirmed the pipeline had restarted.
