US–AIRCRAFT DOWN-TRAFFIC CONTROLLERS-SUPPORT
Air traffic controllers to get more support after a fight and latest near miss at Washington airport
SUMMARY: Air traffic controllers at Washington’s Ronald Reagan National Airport will be offered crisis counseling and additional supervision after a fight in the tower and another alarming near miss two months after a midair collision between a passenger jet and an Army helicopter killed 67 people. The Federal Aviation Administration says it’s also evaluating whether the current arrival rate at Reagan is too high. The agency says it will extend extra support to the controllers who direct flights around the airport while Congress and the National Transportation Safety Board continue investigating the deadly January crash. Also on Wednesday, Senator Ted Cruz expressed frustration with the Army’s refusal to turn over a memo detailing its flight rules.

US–FOOD FRAUD-MINNESOTA
A third defendant pleads guilty to juror bribery in massive Minnesota food fraud case
SUMMARY: A third defendant has pleaded guilty for his role in an attempt to bribe a juror with $120,000 in exchange for acquittals in a massive COVID-related fraud case in Minnesota. Abdulkarim Farah pleaded guilty Wednesday to bribery of a juror. He was the third of five defendants to admit to roles in the bribery case, which broke last year during a trial of people charged in the Feeding Our Future scandal. Two defendants in that trial were Farah’s brothers. Prosecutors allege the participants in the larger fraud case stole $250 million from a program meant to feed children.

US–RENTAL SOFTWARE LAWSUIT
RealPage sues California city officials over rental algorithm ban
SUMMARY: Real estate software company RealPage has filed a federal lawsuit against a Northern California city that has become the latest to try to block landlords from using algorithms when deciding rents. Officials in many cities have blamed the company’s products for driving up the price of housing. But RealPage said Wednesday that the city of Berkeley’s newly passed ordinance violates the company’s free speech rights and is the result of a misinformation campaign. The Department of Justice sued Realpage in August, saying the company’s algorithm uses sensitive competitive information, allowing landlords to align their prices and avoid competition that would otherwise push down rents.

US-TERM LIMITS-NORTH DAKOTA
North Dakota voters banned lawmakers from seeking term limit changes. They did it anyway
SUMMARY: North Dakota’s Legislature has approved a 2026 ballot measure for voters to change term limits they approved in 2022. But a prohibition in that constitutional amendment specifically bars the Legislature from altering or repealing the term limits. The term limits voters approved in 2022 restrict lawmakers to eight years in the House and eights years in the Senate. Experience from before 2023 does not count against them. Supporters of the measure passed Wednesday said voters thought the 2022 measure was for congressional term limits. Opponents said the 2022 measure had strong support from voters.

US–MAYOR RESIGNS-VIDEO
North Dakota mayor resigns after sending lewd video to city attorney by mistake
SUMMARY: The mayor of Minot, North Dakota, has resigned after an investigation into him sending a lewd video to the city attorney by mistake. Minot is one of North Dakota’s largest cities, home to more than 47,000 people. Mayor Tom Ross resigned Tuesday, the same day the report on the investigation was made public. It said that Ross mistakenly sent City Attorney Stefanie Stalheim a video of himself masturbating in January. Ross said the video was meant for his romantic partner. The investigator found that Ross’s conduct created an offensive work environment. The Minot City Council is deciding how a new mayor will be chosen.
