US-XGR–FETAL PERSONHOOD
States advance fetal rights measures that critics warn will pave a path for outlawing abortions
SUMMARY: A new Kansas law and a bill advancing in Florida outline policies backed by abortion opponents that critics see as moves toward giving embryos and fetuses the same rights as the women carrying them. Republican supermajorities in the Kansas Legislature on Thursday overrode the Democratic governor’s veto of a bill to require that child support payments cover embryos and fetuses and to grant an income tax break for a pregnancy or stillbirth. In Florida, lawmakers are pushing a proposal that would give parents the ability to seek civil damages for the wrongful death of an embryo or fetus.

US–MEASLES OUTBREAK-EXPLAINER
Ohio measles cases rise to 20. Here’s what to know about outbreaks around the US

None are linked to the Texas outbreak that surpassed 500 cases Tuesday and has led to the death of two children. The U.S. has more than double the total number of measles cases in 2024. US–TRUMP-PANDEMIC EDUCATION AID
States sue over Trump administration’s sudden halt of pandemic relief aid for schools
SUMMARY: Public officials in 16 states and the District of Columbia are suing the Trump administration to restore access to federal pandemic relief funding for schools. A coalition led by New York Attorney General Letitia James says the Education Department’s decision to abruptly halt hundreds of millions of dollars of promised aid will force cuts to vital services. The lawsuit was filed Thursday in federal court in Manhattan by 16 Democratic attorneys general and the governor of Pennsylvania. It claims the Trump administration’s action violates federal law because it reversed a prior decision to allow states to access the money through March 2026.

US-KEYSTONE-PIPELINE-RUPTURE
Company says thousands of gallons of oil have been recovered from a pipeline spill in North Dakota
SUMMARY: Workers have recovered thousands of gallons of crude oil from an underground pipeline spill on North Dakota farmland. However, the owner of the line says Thursday it remains unclear when oil will again start flowing to refineries. South Bow is still investigating the cause of the spill Tuesday along its pipeline near Fort Ransom, North Dakota, about 60 miles (97 kilometers) southwest of Fargo. The spill released an estimated 3,500 barrels, or 147,000 gallons of oil, onto farmland. The company says 700 barrels, or 29,400 gallons, have been recovered so far. More than 200 workers are on-site as part of the cleanup and investigation. South Bow has not set a timeline for restarting the pipeline.

US–TRUMP-PUBLIC LANDS NOMINEE-WITHDRAWAL
Trump nominee for public lands post withdraws after her criticism of Jan. 6 attack surfaces
SUMMARY: President Donald Trump’s nominee to oversee an agency that manages a quarter-billion acres of public land has withdrawn her nomination. The move follows revelations that nominee Kathleen Sgamma criticized the Republican president in 2021 for inciting the Jan. 6 attack on the U.S. Capitol. Sgamma’s withdrawal was announced Thursday before a planned confirmation hearing on her nomination to lead the Interior Department’s Bureau of Land Management. Trump’s interior secretary in his first term, David Bernhardt, wrote on social media that Sgamma’s withdrawal was “self-inflicted,” and he included a link to a journalism website that posted her 2021 comments.
